What is the neighbour negligent and that is why this happened?

My neighbor left his dog with her children in the house then one of them opened the door then the dog run out and attacked my son

I call the animal control they went to her house she told them it wasn'st her dog but it belong to someone she barely know so she is been hidding it since until yesterday they brought it back

On July 24, 2020 my son was talking to some kids beside the dog house then a girl from that house opened the front door then a dog run out and attacked my son. A man who happened to live beside the doghouse came and help my son. After the incident, my sister and the witness went to the doghouse and nocked to their door a girl responded then they asked about her mother, she called several times to her mom she never responded. 5 minutes later the mother left the house and went inside her car then drove away so that mean she doesn't care and might took the dog with her.

What is animal control telling you they are going to do, if anything?

Animal control went to the house for investigating but the lady told them that it wasn't her dog then she gave that a non working number to call the own because it belong to someone she barely know. For now the animal control can't do anything so they have to wait until the dog come back and someone have to see the mother with the dog in order to sue her

I saw the dog yester and I told animal about that, I even have a picture which shows her daughter holding the dog but animal control said they want a picture with the mother not the children

They are not correct.

First, call animal control and speak to a supervisor. Make it clear that you fear for your child's safety and the mother has lied to them and they need to address it.

Second, have a lawyer send the woman a letter demanding compensation and threatening a lawsuit.
