No it's not.

Let me explain. Each province has their own system but each one is different and it depends on your skills etc

Then there is the federal program.

You may be able to apply as a skilled worker.

If you can get a job offer your chances of success will be greater but a job offer is not mandatory.

You should not trust any company but you need an actual immigration lawyer (not consultant) to assist you if you don't want to apply on your own.

You can always know if the lawyer is legitimate because you can check on line with their province's law society on their legal directory.
