I am sorry to hear that it sounds like you are in a difficult situation.
No they cannot charge a fee outside of the lease for additional Hydro. They have to set out everything that you have to pay for in the lease and you have to consent. They can't make additions or change terms unilaterally.

There are things they can ask you to consent to. You cannot contract out of your basic rights that are provided in the residential tenancies act but they can ask if you will consent to things that you want to consent to that are not in breach of the act.
