Customer: Yes. I understand that if utilities are included in the rent than a landlord can only increase rent for adding an an conditioner if you both agree. They cannot charge a "fee" outside of the lease for additional hydro?

I am sorry to hear that it sounds like you are in a difficult situation.

No they cannot charge a fee outside of the lease for additional Hydro. They have to set out everything that you have to pay for in the lease and you have to consent. They can't make additions or change terms unilaterally.
