What is the landlord doing for you?

This isn't fair because you are supposed to be given a home that is fit for habitation and aside from the pests you are going to likely have constant flooding and this will be inconvenient at best and likely dangerous.
Your best next step would be to provide the landlord with a letter demanding that they take all steps to ensure that there will be no further flooding, that they bring in professionals to check for mould and that Ensure that a professional company is dealing with the infestation.
Tell them that if they fail to comply you will bring an application before the office of the residential tenancies and seek an order that they do comply with their duties as a landlord or to have the lease set aside on the grounds that the home is not safe and unfit for habitation and they are not going to rectify the situation.

You can try that but you can't really force them to do that. It's unlikely that the office of the residential tenancies would make that order but they may offer to do that so they are not taken before the board.
