How much of anything do you believe you owe the creditor now?

Have they provided you with a copy of that contract it says you agree to be bound until 2021?

They are at best disorganized organized and perhaps dishonest. It's hard to know because it doesn't make any sense.
I suggest that you send them a letter by registered mail. In the letter include a copy of that contract and make a list of all payments you paid them over the years and show them what the final total is. Be sure to include the NSF charges and make it clear that you agree that you owe that and nothing more.
I suggest that you tell them that if they provide a signed release indicating that after you pay the $650 the contact is at an end and you owe nothing more you are happy to pay that amount of money.
Tell them otherwise you are happy to have them take you to court but you are putting them on notice now that if they harm your credit rating in anyway you will sue them for damages.
