Even if you aren't a permanent resident or Canadian citizen, you may still be able to get CERB if you meet the eligibility requirements, which includes residing in Canada and having a valid Social Insurance Number

Per the above, even if you're not a citizen you may be eligible.
As for the reopening of the economy, each province and even different municipalities within are doing it in different stages.

Your cerb eligibility would be based on the province in which you're residing. If you're internship is allowing you to work elsewhere, I don't see anything that would stop you from doing so.
