JA: What state is this in? And when did the issue begin?
Customer: Canada, BC. Issue began when I checked my credit report in February.
JA: Have you contacted the seller or manufacturer?
Customer: Sent a registered letter to equifax and trans union to provide valid and original documentation of the supposed debt. They signed for it but never sent a return letter in the 30 day time period

I am sorry to hear of this difficult situation.

Equifax and transunion are not going to provide you with documentation. That is not how they function.

First you should be asking the collection agency to correct the reports since they are not about you and you should threaten a lawsuit for damages.

If that doesn't work you have to go through the appeals process for each of the credit reporting bureaus and provide evidence that this is not your debt.

If that doesn't work you would in fact sue the collection agency.
