I am sorry to hear about this. This is clearly a case of governmental abuse of power . Unfortunately, it is way to late to go through regular channels of complaint, but your sister can SUE THE MINISTRY IN CHARGE at the Superior Court of Justice for monetary and non-monetary damages this has caused her.

YOU may sue them for defamation (libel or slander). The hardest part for you , I am guessing, is how to prove the ACTUAL DAMAGES that you have suffered as a result of their actions.

I do not advise that you sue on your own. Why? Because this sounds like a VERY COMPLEX case that will involve a production of a ton of documents that need to be analyzed and tested. There will likely be half a dozen or more potential witnesses and a trial may take perhaps even two weeks! Plus you will be going against the government and they have inexhaustible resources at their disposal. Only a VERY experienced lawyer can help you. I suggest that you contact the Law Society of Ontario - Lawyer Referral Services. They have all of us in their registry and know exactly who specializes in what area of law. Ask for 2-3 names of lawyers, meet with each and pick the one you like the best.
