In Ontario a child at 16 can live where ever they want. If you were living in Canada they could come live with you.

For now you are stuck because you cannot enter Canada until the border re-opens. After that you can come to Ontario and the father cannot stop the child from seeing you.

The older child is an adult and can do whatever he wants.

As well, you can retain a family lawyer in the city where your children live and have the lawyer assist you in gaining access to your 16 year old including facilitating the child to travel to see you.
