What is the specialization area that I need to address a business transaction paid to an online business who does not

Expert's Assistant chat
Customer: Hi there, What is the specialization area that I need to address a business transaction paid to an online business who does not ship/send the product purchased? Is it consumer protection?
JA: What state are you in? It matters because laws vary by location.
Customer: It will be for a purchase made from a business in Idaho
JA: What steps have you taken so far?
Customer: I have tried to email the business owner online through her website, and contacted BBB, Rathdrum Chmber of Commerce, and ID Secretary of State for a phone contact number for this business. I also left a voicemail with a family member whose number was visible as a connection to the agent listed with BBB,
JA: Anything else you want the Lawyer to know before I connect you?
Customer: With COVID-19, is there a streamlined direction to proceed through, with regard to maintaining orderliness of online purchases, or is it best to move to the next step to either receive a refund?

It sounds like you would be looking for a commercial litigation lawyer / law firms. Commercial litigation lawyers handle business disputes such as this, and may be able to assist you in either getting a refund or taking them to court to sue for the amount owing as a result of the missed shipment.
Does that answer your question?

Thanks Daniel for your reply today. The US$ amount in question is very small; not likely worth the professional fees that would be required to recover the amount. It is the principal of the matter; someone has offered a product and accepted full payment (April 22, 2020) for the product ($12.89) and its shipping ($18.99). The seller then posted a scheduled shipment date (April 29, 2020) for a week later - red flags went up as to why 7 days and not one day, for example! It suggests that the matter is being stalled. Reviews are now coming in to suggest that the seller/shop is or has closed: "No communication that the shop was going to close or that they couldn't fulfill any orders."; and some customers have waited a month already. I will open a case with Etsy for a full refund, and if it isn't resolved, will have to re-evaluate the next step then. Thank you for leading me in the right direction, should it make feasible sense to do so. More importantly, thanks for listening!!

No problem, all the best!

And yes, unfortunately anything under $500 is generally not worth suing for, cost-wise
