While we have obtained an FBI clearance for her to submit to Canada, do we need to obtain a police clearance from Mexico (since she has lived in the US for 17 straight years)?

According to the processing guidelines for spousal sponsorships, Canada Immigration requires applicants to submit a police clearance certificate for any country where they have lived most of their years since 18.

In your wife' case, since turning 18 (which was 31 years ago) she has lived in the U.S. 17 years which is more than half of these 31 years.

Therefore, she should not have to obtain a Mexican police clearance certificate. The FBI clearance should be sufficient.
