What does the lease say about his portion of what he must pay?

Are you saying he just moved into the basement suite?

He isn't on the lease with us we rent through a reality company and the owner rents the basement suite but bills are in are name and we are not getting a fair share as we haven been paid for utilities for a few months now

But when you signed the lease did you know that you were supposed to pay for 100% of all the utilities even though he was going to live in the basement?

The basement wasn't there when we moved in

I knew I was supposed to pay that much but we are supposed to agree on. A percent and he doesn't agree with what we are asking

Tell him he needs to be fair or else you will take him to the Residential Tenancies Branch for a ruling. Make it clear that you will not consider paying for his utilities and will ask for a order that your rent be reduced to reflect the over payments.

Tell him you require a proposal from in terms of what percentage he is willing to pay. Give him a deadline.

If that doesn't work provide him with a notice that you will be going to the Residential Tenancies Branch and then do apply for an order once the crisis passes.
