Customer: Mo - mo tenancy for a few years after the first year lease.

Customer: the existing tenant is on a mo-to-mo agreement ad would like to add his girlfriend to the lease as of Feb.1st,2020. His current rent has not been increased for the last two years. Can we enter a new yearly rental agreement with new rate of rent instead of just increase according to the govt rate?

I am sorry to have to tell you but no you cannot because you still cannot raise the rent about above the government cap. So it doesn't matter if they sign a lease or not. You still are bound by the cap.
