If you are both on the lease you are both liable to the landlord even if it is not your cat.
You have a right to sue your room mate for the money you pay because it is not your cat.
Your room mate should step up and pay the lot. If he refuses then you can take him to QCAT and get reimbursement of the money you have to pay.
